Overview & Purpose of Round 2
After the first round of counselling and allotment in Haryana, some seats may remain vacant due to non‑joining, withdrawals, or upgradation. The Round 2 counselling is meant to fill those leftover seats and allow eligible candidates (including fresh registrants, depending on state rules) to get a chance at remaining colleges.
Even those who got seats in Round 1 may opt for upgradation (i.e. attempt to move to a better college choice) in Round 2, if the rules permit. In Haryana, fresh registration is mandated for Round 2—even candidates who had registered earlier but did not secure a seat must register again.
Also, for 2025 Haryana counselling, 200 new MBBS seats were added (in two new government medical colleges in Bhiwani and Narnaul) with approval from the NMC.
Cutoff Criteria: Government vs Private Colleges in Haryana

The Allotment & Reporting Flow in Round 2
Here is a typical sequence for Round 2 in Haryana:
Fresh Registration / Re‑registration: All interested candidates must register between the given dates (for 2025: September 11–14).
Payment of Security Deposit / Fee: During registration or choice filling, candidates must pay a security deposit. The fee structure differs depending on whether applying for only government seats vs government + private seats.
Choice Filling and Locking: Candidates select preferred colleges (with upgradation options) and lock their choices.
Provisional Seat Allotment / Result Publication: The state authority publishes which candidate is allotted which college. For 2025, provisional allotment is published on September 16.

Final Allotment Publication: After resolving grievances, the final allotment list is issued.
