Basic Information

PGIMER & Capital Hospital (PGIMER & CH) is a postgraduate medical institution + tertiary referral government hospital in Bhubaneswar, Odisha. 

It’s a flagship hospital for the Government of Odisha. 

The hospital started in 1954 with 60 beds and an area of ~20 acres. 

Capacity & Infrastructure

Over time, it has expanded to about 750 beds (later described in more detail: 547 + 213 beds) with modern amenities.

The hospital serves not only Bhubaneswar but also adjacent districts like Khurda, Nayagarh, Puri, and more. Its catchment is large (10‑12 lakhs of people) because many refer here for specialist services.

PGIMER Component (Post Graduate Institute of Medical Education & Research)

The State Government converted Capital Hospital into a standalone Postgraduate Institute (without undergraduate courses) named PGIMER & CH on 28 April 2021.

Dr. Nibedita Pani (Anaesthesiology) was appointed Director on 2 June 2022.

Education: PG Courses

From academic year 2022‑23, PGIMER & CH was granted permission by the National Medical Commission (NMC) to offer postgraduate courses in six clinical departments:

General Medicine

General Surgery

Obstetrics & Gynaecology

Pediatrics

Respiratory Medicine

Orthopaedics

In its first phase it had 24 PG seats for those six departments.

Clinical / Medical Services

The hospital offers round‑the‑clock specialist services.

One example: The Pediatrics Department is quite active. OPD sees 250‑300 daily. It has a 70‑bed ward (but often over capacity), a 6‑bed Pediatric ICU, ventilator support, peritoneal dialysis, etc.

There is also a Special Newborn Care Unit (SNCU), the District Early Intervention Centre (DEIC), Nutritional Rehabilitation Centre (NRC), human milk bank (CLMC) etc.

Recent Developments

A new Modular Operation Theatre (OT) Complex was inaugurated in ~Nov 2023. It cost ~ Rs. 16.76 crore, includes four OTs that can support eight operations simultaneously.

The academic block for PGIMER & CH is under construction (or was, per last reports) at a cost of ~Rs. 284 crore. 

Future Plans & Challenges

There is a proposal to start MBBS (undergraduate) courses at PGIMER & CH. As of mid‑2025, the Odisha government is planning to include MBBS in its redevelopment plan. 

Redevelopment plans include expanding the bed strength, adding hostels (for students), academic buildings, etc. 

PGIMER & Capital Hospital is important because Bhubaneswar, though a capital city, did not have a government medical college offering MBBS earlier; this institution helps fill gaps in specialist medical care and postgraduate medical education. 

It serves a large population, not just of the city but surrounding districts, acting as a referral center.

Other Details

All these courses (MD/MS) are full‑time and are offered via NEET‑PG / Odisha NEET‑PG calls.

For government quota seats, tuition fee is ₹ 40,000 per annum in many cases, but the total combined fees (tuition + other institutional charges) over 3 years works out to ~₹ 1,68,090 for tuition.

There is also a bond clause for some courses: e.g. a 2‑year bond after PG, with a bond penalty amounting to about ₹ 46,00,000 if the bond is not fulfilled.

Admission Process: PG Courses at PGIMER & Capital Hospital, Bhubaneswar

Step Details
1. Obtain NMC Approval / Recognition Before any PG seats are offered, the National Medical Commission (NMC) / its Medical Assessment & Rating Board (MARB) must grant permission (Letter of Permission / LoP) for each specialty, after inspecting infrastructure, faculty, hospital facilities etc.
2. Announcement of PG Seats & Specialties Once approval is granted, specialties and number of seats are announced. For example, in 2022‑23 PGIMER & CH got nod for 24 PG seats in six clinical departments: General Medicine, General Surgery, Obstetrics & Gynaecology, Paediatrics, Respiratory Medicine, Orthopaedics.
3. Eligibility Candidates must have:
• MBBS degree recognized / registered with the Medical Council / State Medical Council
• Completed compulsory internship by the required date
• Qualifying score in NEET‑PG exam for that year
• Meet any state domicile or other criteria if applying under state quota.
4. NEET‑PG Examination The NEET‑PG is the qualifying entrance exam. Applicants must register for it, appear, and achieve the required cut‑off. All admissions into MD/MS are via this exam.
5. Counseling After NEET‑PG results:
All‑India Quota (AIQ) counselling — for 50% of the seats. Applicants from all over India who qualify can compete.
State Quota counselling — the rest of the seats are filled via state counselling authority (Odisha) for candidates meeting state quota criteria.
6. Choice Filling and Seat Allotment Candidates fill their preferences of specialty and institutions during counselling. Seat allotment happens based on rank, preferences, available seats, reservation policies etc.
7. Document Verification & Admission After allotment: submission and verification of required documents (MBBS certificate, internship completion certificate, registration, identity proof, etc.). Then formal admission via the institute. Hostel allotment etc if applicable.
8. Payment of Fees / Joining Payment of tuition / admission / registration fees as prescribed. Joining date announced. Orientation or induction may happen.

Important Points / Additional Details

Seat Distribution: As noted, of the total seats, 50% are under AIQ and 50% under state quota.

Infrastructure & Faculty Requirements: The state government had to give an undertaking to the NMC about fulfilling all infrastructure, staffing, equipment etc, before permission is granted.

Timeline: In earlier years, admissions for these new PG courses were expected to begin in September–October.

Recent Expansion: There are plans to add more PG departments in newer specialties (e.g. Anaesthesia, Ophthalmology, Pathology, etc.). These will need separate approvals.
